was passed during the 88th Texas Legislature (Regular Session) and established an expanded process for the State Board of Education (SBOE) to approve high-quality instructional materials (HQIM), increased funding for HQIM, supported parent transparency with instructional materials, created clear teacher protection guidelines for planning time, and provided new requirements for Texas Essential Knowledge and Skills (TEKS) review and revision.

House Bill 1605 (88R) requires a new vocabulary and book list (literary works list) addendum to the reading language arts (RLA) standards. The State Board of Education initiated the process in September 2023, by requesting from the Agency recommendations regarding the lists.
The SBOE held a discussion about the literary works list at its November 2025 meeting. A copy of the literary works list presentation is available. The discussion included some background on the Agency’s development of a literary works list recommendation. In early 2025, the Agency surveyed Texas teachers in grades K-12 regarding literary works used and taught in Texas classrooms, including titles and numbers of titles taught per grade. A wide range of additional sources were referenced and then lists were cross-referenced with literary works suggested during the teacher survey to determine widely used titles. Additional criteria were applied to further guide the final recommendation of titles for consideration (e.g. TEKS alignment, grade-level fit, suitability, quality and cross-curricular value).
In preparation for the SBOE’s first reading in January 2026, the Agency has prepared a proposed rule for the SBOE’s consideration for a required literary works list per grade level. The proposed rule would take effect in schools during the 2030-31 school year to ensure sufficient time for the transition for publishers & curriculum writers, school systems, and teachers.
The new Instructional Materials Review and Approval (IMRA) process replaces the former SBOE Proclamation and Texas Resource Review (TRR) processes. IMRA was enacted under and brings new components to a single, SBOE-governed review of instructional materials. It outlines how instructional materials will be reviewed, though the SBOE has final authority on approvals, the process, and the criteria used.
The IMRA process involves a variety of stakeholders, including the SBOE, trained IMRA reviewers, ÁñÁ«ÊÓÆÁ staff, and the public. Each stakeholder has a different role in the process but all work toward the same goal of delivering a final review report on all submitted materials. The IMRA Process document outlines the multi-step IMRA process, detailing the roles and responsibilities of the SBOE, ÁñÁ«ÊÓÆÁ, ESCs, stakeholders, reviewers, and publishers throughout the review cycle.
Following the review of instructional materials, the SBOE will vote to determine which materials to add to a list of approved instructional materials. Any instructional materials added to that list will be eligible for the new funding entitlements. As per HB 1605, the IMTA was restored in HB 1 to traditional levels (roughly $1B per biennium). In addition to IMTA, HB 1605 established two new Foundation School Program (FSP) entitlements for SBOE-approved instructional materials:
