While Texas law requires transition planning to begin at age 14 (), the federal State Performance Plan Indicator (SPPI) 13 specifically measures the percentage of youth with individualized education programs (IEPs) aged 16 and older who have appropriate transition planning documented in their IEPs. Therefore, for federal reporting purposes, SPPI 13 only includes students age 16 and above, while state requirements mandate transition planning to begin at age 14.

There also must be evidence that the student was invited to the admission, review, and dismissal (ARD) committee meeting where transition services are to be discussed and evidence that, if appropriate, a representative of any participating agency that is likely to be responsible for providing or paying for transition services was invited to the ARD meeting with the prior consent of the parent or student who has reached the age of majority.
