ESEA section 2301 requires that Title II, Part A funds are not used for professional development activities (i.e., the State's teacher preparation and retention programs) required by state law.
Title II, Part A SNS Professional Development Validation: Compare data on PS3104, applicable budget schedules, Title II, Part A Professional Development/Educator Growth worksheet (or equivalent), and supporting documentation from school system's official accounting systems to demonstrate that professional development paid for with Title II, Part A funds is supplemental.
