Title II, Part A — Supporting Effective Instruction

The purpose of Title II, Part A is to increase student achievement consistent with the challenging State academic standards; improve the quality and effectiveness of teachers, principals, and other school leaders; increase the number of effective teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and provide low-income and minority students greater access to effective teachers, principals, and other school leaders. The intent of the funding is to support educators in their work to improve the overall quality of instruction and ensure equity of educational opportunity for all students.

Title II, Part A — School System Special Data Collection

Under section 2104(b), the Elementary and Secondary Education Act (ESEA) requires school systems to report to State Education Agencies (SEAs) how they spend Title II, Part A funds each year. While the US Department of Education (USDE) survey has been used in the past to help �� meet this requirement, in the absence of the USDE survey this year, �� will collect this information from school systems as outlined in ESEA section 2104(b). While the ESEA does not require �� to report this information to the USDE, �� is required to make the results publicly available.

To comply with the requirement, �� has created a Title II, Part A special data collection survey. All school systems that applied for Title II, Part A program funds in 2024-2025 and did not redirect 100% of their Title II, Part A funds via funding transferability and/or the Rural Education Achievement Program (REAP) are required to report the information requested. School systems that redirected 100% of their Title II, Part A funds via Funding Transferability and/or Rural Education Achievement Program (REAP) will not be required to submit the requested data, as they did not operate a Title II, Part A program in the 2024-2025 grant year. All the data requested for submission is for the 2024-2025 school year.

As noted above, this requirement was previously met through a national survey conducted by the USDE. However, in May 2025, �� was notified that the USDE would not be administering the national survey for the 2024-2025 grant year data.

How to Access the Title II, Part A Special Data Collection Survey

On November 3, 2025, all school systems that are required to submit the requested data will receive an auto-generated email from Smartsheet, which includes the link to the Title II, Part A Special Data Collection Survey. The Title II, Part A Special Data Collection Survey will open on November 3, 2025, and remain open through January 9, 2026. The deadline for the school system to submit the survey is January 9, 2026.

The information reported by each school system will be aggregated at the state level and publicly reported on ��’s Title II, Part A webpage by early March 2026.

Title II, Part A — Education Service Center (ESC) Contacts

Through the ESSA Basic Services Initiative, �� has provided each Education Service Center (ESC) with Title II, Part A funds to provide the following to LEAs:

Training for Federal Program Directors in the Fall and the Spring and provide training on the following topics:
- Stakeholders specified in statute
- Consultation
- Coordination
- Prioritization of funds
- System of professional growth and improvement
- Private nonprofit school participation
- Use of Funds
Provide support for completion and submission of the annual ESSA Consolidated Grant Application for federal funding;
Provide support for Completing the ESSA-Title II, Part A Compliance Report (PR3000 and the Title II, Part A-related section of PR3099);
Provide Guidance on Section 8501 equitable services to private nonprofit schools;
Provide support for Campuses selected for validation (for all selected validations) prior to the submission due date. If applicable, provide technical assistance in the deficient areas and needed improvement after the LEA receives the validation results; and
Provide support for LEAs reporting “Not in Compliance” on LEA ESSA Consolidated Compliance Reports (PR3000 and the Title II, Part A-related section of PR3099).
