Under Texas Education Code , the Commissioner of Education may appoint a monitor, conservator, management team, or board of managers in response to persistent performance or compliance concerns, with the goal of stabilizing systems and improving student outcomes. Decisions are based on a review of evidence, including accountability data, investigations, and community input, and include placement‑specific exit criteria.

All monitor duties plus authority to direct, approve, or disapprove certain actions of the superintendent, board of trustees, and campus principals.
A team of conservators directs operations in targeted areas of insufficient performance.
Temporarily exercises the powers and duties of the elected board of trustees until exit criteria are met.
