Texas has long recognized the critical importance of keeping students on the path to graduation. Since the 1980s, dropout prevention has been a key focus for the state. Beginning in 2003, Texas significantly intensified its efforts, adopting a more proactive and strategic approach to reducing dropout rates, improving high school completion, and enhancing college and career readiness.
These targeted initiatives—driven by data, innovation, and collaboration—have played a pivotal role in the state’s continued progress. As a result, Texas has seen measurable improvements in student outcomes and long-term success.
The ÁñÁ«ÊÓÆÁ’s Division of Research and Analysis released its most recent report, Secondary School Completion and Dropouts in Texas Public Schools, 2022–23 (PDF), in August 2024. This comprehensive report provides key insights into student outcomes across the state.
Texas calculates high school graduation and dropout rates using the National Governors Association (NGA) four-year, on-time graduation rate, commonly referred to as the NGA Compact Rate. This method prioritizes the use of actual student-level data over estimates, ensuring a more accurate and transparent measure of student outcomes.
The NGA has published three key reports (2005, 2009, and 2010) outlining the development and implementation of the Compact Rate across participating states. These reports highlight Texas’ leadership in adopting and applying this rigorous standard.
According to an NGA policy brief, Texas ranks 7th nationally among the 26 states that reported using the Compact Rate at the time of the study—demonstrating the state’s strong commitment to accountability and educational progress.

School districts and open-enrollment charter schools identified by the Commissioner as having high dropout rates are required to submit a comprehensive Dropout Prevention Strategy Plan. This plan must detail how the district will utilize its Compensatory Education Allotment and High School Allotment to develop and implement evidence-based strategies aimed at reducing dropout rates and improving student outcomes.
These plans are a critical component of Texas’ statewide effort to ensure that every student has the support needed to stay in school and succeed.
